The Opportunity:


The Supervisor, Marine Operations assists the Harbour Master in maintaining safe, orderly, and

efficient marine operations through adherence to prescribed orders and standards, and conventional marine operating procedures. The incumbent maintains focus on the day-to-day activities within Prince Rupert Harbour through close liaison with local marine partners – Transport Canada, the Canadian Coast Guard, the Pacific Pilotage Authority, BC Coast Pilots, bunker suppliers, tug companies, WCMRC, terminal operators and other local commercial and recreational agencies.


Key Responsibilities:


Port Safety:

Maintains awareness of commercial and recreational traffic within the Port to maintain safe, orderly, and efficient marine operations through adherence to prescribed orders, standards, and conventional marine operating procedures.

Oversees all bunkering operations within the jurisdictional waters of PRPA, to ensure bunker suppliers and receive vessels are safely bunkering in accordance with PRPA’s guidelines and international best practices.

Provides input and advises the Harbour Master on developments and changes to the Marine Operations Standard Operating Policies and Procedures (SOPs) to improve efficiency and safety of marine and marine-related operations.

Recommends, to the Harbour Master, changes and updates to the Port Information Guide and Port Sections Guide.



Relationship Building:

Fosters and maintains strong relationships with local marine partners. Coordinates joint activities and exercises to develop and maintain familiarization and interoperability.

Establishes and maintains relations with bunker suppliers. Maintains familiarity with their staff, equipment, procedures, and operations to ensure sake bunkering.



PRPA Vessels & Supervision:

Oversees PRPA’s patrol vessels ensuring maintenance, husbandry, certifications, capabilities and taskings are maintained/undertaken to a high standard.

Supervises PRPA’s boat crews and is responsible for the marine training and development of Patrol Boat Captains, Senior Gateway Operators, and Gateway Operators.

In the absence of the Harbour Master, oversees Marine Operations within the PSOC to ensure safe, orderly, and efficient marine operations and control over permits and the transit of Dangerous Goods according to regulations and policies.

Is available after regular office hours to respond to Marine Operations requirements and/or emergency callouts.

Provides input to the Marine Operations budget and, when approved, monitors and controls expenditures for designated programs and selected operations.

When required, advises Port staff on marine operational matters and provides marine operational support as needed.


About You:

60 Ton Master Limited Ticket

Supervisor of an Oil Transfer Operation (SOTO) qualification is an asset

Post-Secondary is an asset

Incident Command System (ICS) training is an asset

Fourth-Class Engineer Certificate of Competency is an asset

3 to 5 years of related experience

The base compensation range for this position is $98,977 - $123,722
