Employment Details

Initial Term: Permanent Part-Time

Hours: 20 hours per week through March 31, 2027

Expected Transition: Permanent Full-Time effective April 1, 2027

Full-Time Hours: 40 hours per week

Work Arrangement: Fully remote/home office based, with occasional in-person meetings

Location: British Columbia

Compensation: $87,000 – $95,000 annual base salary, dependent on experience and expertise

About the Opportunity

The Business Development Team (BDT) is seeking an experienced Training & HR Advisor to join its team and provide training, human resources, workforce development, and capacity-building support to Indigenous Commercial Fishing Enterprises (CFEs) and aquaculture ventures participating in the Pacific Integrated Commercial Fisheries Initiative (PICFI).

Important Employment Structure: This is a permanent part-time position of 20 hours per week through March 31, 2027, with the position expected to transition to permanent full-time employment at 40 hours per week effective April 1, 2027, at the beginning of the new fiscal year.

The successful candidate will initially work remotely from a home office, with an expectation of attending occasional in-person meetings and travelling to CFE and aquaculture venture worksites throughout British Columbia. Subject to successful integration into FNFC and the BDT, strong performance, and successful completion of the probationary period, the role is intended to transition to permanent full-time employment beginning April 2027.

About the Business Development

The Business Development Team is a group of professional advisors with experience in the fishing and aquaculture industries who work with Indigenous communities participating in the Department of Fisheries and Oceans Canada (DFO) Pacific Integrated Commercial Fishing Initiative (PICFI) program.

The BDT operates independently and provides advisory services to Indigenous commercial fisheries and aquaculture ventures participating in PICFI. Due to its independent nature, the BDT is hosted by relevant Indigenous organizations for administrative purposes. The First Nations Fisheries Council of BC (FNFC) is currently the BDT’s host organization.

The BDT works closely with participating communities and enterprises to support sustainable business development, employment, training, workforce capacity, and long-term economic opportunities.

The Opportunity

Reporting to the Business Development Team Lead, the Training & HR Advisor will provide practical advice, guidance, and support to participating CFEs and aquaculture ventures across British Columbia.

The successful candidate will work directly with Indigenous business leaders, managers, employees, training providers, government representatives, industry partners, and other stakeholders to identify workforce needs, develop training solutions, strengthen HR practices, and support the development of sustainable employment and capacity-building opportunities.

The role is highly relationship-driven and requires someone who can act as a trusted advisor, facilitator, project coordinator, and connector between communities, businesses, training organizations, government agencies, and industry partners.


Key Responsibilities

Training and Workforce Development

·        Coordinate the delivery of customized training opportunities in partnership with training service providers.

·        Assess training, education, and workforce development needs of participating CFEs and aquaculture ventures.

·        Help clients identify and access appropriate training, education, professional development, and capacity-building opportunities.

·        Develop and maintain a current database of relevant fisheries, aquaculture, workplace, HR, and professional development training opportunities available throughout British Columbia and the Pacific Region.

·        Stay informed about external funding opportunities, training programs, and workforce development initiatives and communicate relevant opportunities to participating businesses.

·        Provide advice and support to CFEs and aquaculture ventures in developing employment, training, and workforce capacity strategies.

·        Support participating businesses in establishing and evaluating workforce capacity goals and developing practical action plans.


Human resources Advisory

·        Provide practical HR advice to participating CFEs and aquaculture ventures.

·        Advise clients on the development and implementation of HR policies, procedures, plans, tools, and workplace documentation.

·        Support organizations in strengthening their HR practices, employee development, workplace processes, and organizational capacity.

·        Keep current with HR, professional development, workforce development, and workplace training best practices.

·        Help clients identify opportunities to improve recruitment, retention, employee development, training, and workforce planning.


Relationship and Partnership Development

·        Develop and maintain strong working relationships with CFE and aquaculture venture managers, employees, and community representatives.

·        Build relationships with PICFI program staff, training service providers, workplace safety regulators, government agencies, industry organizations, and other program partners.

·        Act as a connector, linking participating CFEs and aquaculture ventures with one another, industry partners, funding agencies, training providers, and other relevant resources.

·        Facilitate meetings, discussions, workshops, and planning sessions with clients and stakeholders.

·        Represent the interests of participating CFEs, aquaculture ventures, the BDT, and FNFC in a professional manner.


Reporting and Evaluation

·        Provide regular written and verbal progress updates to the Business Development Team Lead.

·        Conduct quarterly reviews of participating CFE development efforts under the direction of the Team Lead.

·        Prepare quarterly reports summarizing the status of participating CFEs, identifying priorities, and highlighting projects that are approaching or ready for implementation.

·        Contribute to forward planning and prioritization of workforce development and capacity-building initiatives.

·        Prepare an annual report, under the direction of the Team Lead, outlining progress, key accomplishments, lessons learned, challenges, and recommendations for each participating community.


Qualifications and Experience

The successful candidate will ideally bring a combination of education, professional experience, relationship-building skills, and a strong understanding of workforce development.


Required Qualifications

·        Post-secondary education in a relevant discipline such as Human Resources, Community Development, Workforce Development, Adult Education, Business, Organizational Development, or a related field; equivalent education and professional experience will also be considered.

·        Professional experience in HR, workforce development, community development, adult education, training, organizational development, or a related advisory role.

·        Demonstrated experience building effective professional relationships with Indigenous communities, organizations, businesses, or other community-based stakeholders.

·        Experience in project management, program coordination, consulting, or an advisory environment.

·        Strong understanding of workforce development and capacity-building opportunities and challenges within Indigenous communities in British Columbia.

·        Strong facilitation and presentation skills, with the ability to facilitate small- to medium-sized meetings and discussions.

·        Excellent organizational skills with the ability to manage multiple priorities, assignments, deadlines, and budgets while maintaining a high standard of quality.

·        Proficiency with Microsoft 365, including Excel, Word, PowerPoint, Outlook, and Teams, as well as Adobe Acrobat.

·        High degree of professionalism, integrity, confidentiality, accountability, and sound judgment.

·        Ability to work independently and effectively in a remote environment with minimal day-to-day supervision.

·        Valid driver’s licence.

·        Ability and willingness to travel throughout British Columbia, including the potential for multiple overnight trips each month.


Assets

·        Experience working within the commercial fishing or aquaculture sectors.

·        Knowledge of fisheries and aquaculture training programs, certifications, or workplace requirements.

·        Experience working with Indigenous commercial enterprises or economic development organizations.

·        Experience developing HR policies, procedures, standard operating procedures, training plans, or workforce development strategies.

·        Experience working with government-funded programs or initiatives.

·        Knowledge of workplace safety requirements and regulatory environments relevant to fishing, aquaculture, or other industrial workplaces.

The position is designed to transition to full-time employment at the beginning of the 2027/28 fiscal year. The transition will be based on the successful candidate’s performance, integration with FNFC and the BDT, ability to effectively work with participating communities and businesses, and successful completion of the probationary period.
