Who we are:
The Old Massett Village Council is a community of 1,500 members on Haida Gwaii and an overall membership of approximately 3200 members. We are located on the beautiful North Coast of Haida Gwaii and are stewards of 27 Reserves with various land base sizes. We have approximately 70-100 full and part-time employees, General operations are comprised of, but not limited to, Operations, Maintenance, Finance, Housing, Registry, Education, Social Development, and Economic Development.
Purpose of Position:
The Recovery Program Manager provides leadership and operational oversight for a Haida-centered, after-treatment recovery programs. Programs include a womens only, mens only and coed recovery community. This role is responsible for daily program operations, staff supervision, program quality, and compliance, while ensuring services are culturally grounded, trauma-informed, and recovery-oriented.
Working closely with Elders, staff, community members, and partner organizations, the Recovery Program Manager supports holistic healing rooted in Haida teachings, values, and ways of being.
Reporting Relationship:
The Recovery Program Manager reports directly to the Community Development Manager and works as part of the Social Development Team, and with the many other programs offered by OMVC.
Qualifications:
Minimum Requirements
•
Degree in Human Services, Social Work, Indigenous Studies, or a related field, or equivalent combination of education and relevant lived experience
•
Demonstrated sustained recovery and the ability to role model a healthy, abstinent lifestyle consistent with the values of the recovery program.
•
Knowledge of substance use recovery, trauma, and on-site recovery programming
•
Demonstrated ability to manage potentially high-risk or crisis situations

Experience with general housekeeping and facility maintenance

Valid Class 5 Driver’s Licence
•
WHMIS certification; Food Safe and related training are assets
•
Proficiency with the Microsoft Office Suite

Key Responsibilities:

Lead and oversee recovery programming grounded in Haida culture, teachings, and values
•
Integrate cultural practices such as land-based activities, ceremonies, and Elder guidance into program delivery
•
Oversee daily operations, including policies, procedures, reporting, and compliance requirements
•
Hire, supervise, mentor, and support staff and peer recovery workers
•
Foster a culturally safe, supportive, and accountable team environment
•
Ensure services are trauma-informed, strengths-based, and participant-centred
•
Support individualized recovery planning and respond appropriately to concerns or crises
•
Build and maintain strong relationships with Elders, families, community members, and partner organizations
