The City of Prince Rupert delivers essential municipal services that support the safety, health, and quality of life of our community. Our Public Works team is a skilled, hands-on workforce responsible for maintaining roads, utilities, facilities, fleet, and public spaces that residents and businesses rely on every day.

The City of Prince Rupert is currently recruiting for up to three (3) full time Labourer IVs to join the Public Works Sector of the Operations Department.

Reporting to Operations Management, the successful candidates will perform a wide range of skilled and manual labour duties across all areas of Public Works. This role involves working independently, often in challenging weather and site conditions, and contributing to the installation, maintenance, and repair of municipal infrastructure.

This is an attendance-sensitive position and requires flexibility, including overtime and weekend on-call work as operationally required.

What you’ll do…

As a Labourer IV, you will:

  • Install, maintain, and repair water and wastewater infrastructure.
  • Install and maintain civil infrastructure, including concrete, asphalt, and related systems.
  • Perform skilled labour in municipal utilities, roads, sanitation, and parks.
  • Operate a wide variety of hand tools, power tools, and equipment safely and effectively.
  • Work from line and grade markers and follow technical instructions.
  • Perform duties in and around traffic, heavy equipment, and active work sites.
  • Work independently or collaboratively as part of a team.
  • Interact professionally and courteously with the public and coworkers.
  • Follow all applicable safety regulations, bylaws, and municipal policies.
  • Complete additional duties as assigned.

What you’ll bring…

Required Qualifications:

  • Dogwood Diploma or GED.
  • Minimum of five (5) years of recent and relevant experience (within the last seven years) in civil infrastructure installation or construction, including asphalt, concrete and/or utilities. Experience working alongside relevant trades (e.g. plumbers, carpenters, millwrights, stonemasons and pipefitters) may be considered.
  • Familiarity with all tools and components required for the work (minimum 70% pass on a skills assessment).
  • Ability to understand and communicate effectively in English, both verbally and in writing.
  • Ability to follow verbal instructions accurately.

Technical Certification Requirements:

Applicants must meet at least one (1) of the following upon hire (all are required within two years):

  • Minimum 4,000 hours of recent, relevant experience installing or repairing water distribution,
  • sanitary sewer, or storm sewer systems (or related experience such as plumbing or pipefitting).
  • EOCP Water Distribution Operator Level I.
  • EOCP Wastewater Collection Operator Level I.
  • Chlorine Handlers Certification.
  • California State University at Sacramento (CSU) at home study correspondence courses:
  • Water Distribution System Operation & Maintenance – Volume 1.
  • Wastewater Collection System Operation & Maintenance – Volume 1.

Required Certifications (current or obtainable within two years):

  • WHMIS.
  • Class 3 BC Driver’s Licence with Air Brake Endorsement.
  • Confined Space Certification.
  • Traffic Control Certification.
  • Emergency First Aid – Level 1.

Physical & Work Environment Requirements

This position involves substantial physical demands and regular work in a variety of outdoor

environments and weather conditions. The successful candidate must be physically capable of safely

performing strenuous tasks for extended periods of time.

Key physical requirements include:

  • Performing heavy manual labour on a sustained basis, including lifting, carrying, pulling, pushing, and maneuvering tools, equipment, and materials.
  • Safely handling and moving loads of up to 100 lbs, with frequent lifting of items weighing up to 40 lbs.
  • Must be clean-shaven to wear a respirator and pass annual full-face fit testing (WorkSafeBC requirement).
  • Stand and walk frequently throughout the workday.
  • Climb in and out of trenches and ditches.

These physical demands are essential requirements of the role and must be performed in accordance

with established safety procedures and policies. If you enjoy staying active and working with your

This position is performed primarily outdoors and requires working safely in a wide range of

environmental conditions. The successful candidate must be able to work effectively in all weather,

including exposure to rain, snow, wind, and extreme temperatures.

Environmental and workplace exposures include:

  • Varying levels of noise, including exposure to loud or sustained sounds associated with equipment, machinery, and traffic.
  • Potentially hazardous equipment, machinery, tools, and materials, requiring consistent adherence to safe work procedures and the use of appropriate personal protective equipment (PPE).
  • Regular exposure to vehicle traffic, pedestrians, and other obstacles in active and high-traffic work areas.

We offer a competitive salary complemented by a superior benefits package and if needed, a relocation allowance.

Other information that you should know

  • Schedule and hours of work: 8 hours per day between 5:00 am and 5:00 pm, Monday to Friday, with a ½ hour unpaid meal break. May be required to work a rotational work week schedule of Tuesday to Saturday when necessary. Notice of one (1) week will be given when the shift will change or when mutually agreeable with both parties.
  • If you are not a local applicant, you must be prepared to relocate to Prince Rupert, BC before starting work. The City can assist financially with relocation costs.
  • You must be legally entitled to work in Canada.
  • Valid Class 5 BC Driver’s Licence and will be required to hold a Class 3 BC Driver’s Licence with Air Brake endorsement within 2 years.
  • Will be required to obtain and hold an RCMP Criminal Record & Vulnerable Sector Check. The results of which will be reviewed by the City to ensure employment eligibility.
