Job Type: Contract Position– 35 hrs per week

Salary: $30.00

The City of Prince Rupert invites applications from candidates with the proven skills, qualifications, and abilities for this hybrid position as the Victim Services/Emergency Social Services (ESS) Program Casework. Reporting to the Victim Services Program Manager, this position will provide police-based victim services support to victims and witnesses of crime, as well as support to those displaced by disasters. The successful candidate will assist clients along the continuum of crisis to conclusion; providing emotional support, practical assistance, and community/program referrals with the intent of lessening the impact of trauma and assist in their recovery. This position also responds to RCMP call-out requests to assist police in supporting victims/witnesses/families in a wide range of incidents including sudden deaths, fatal/serious vehicle collisions, and next-of-kin notifications.

Employment will be contingent upon obtaining and maintaining an RCMP Enhanced Reliability security clearance.

DUTIES & RESPONSIBILITES:  

  • Provide direct support services to victims and witnesses of crime and trauma.
  • Provide psychological first aid and practical assistance immediately following a crisis. • Provide critical incident response by attending the scene of an incident; hospital, client’s home, or any other location where you feel comfortable meeting.
  • Provide on-going emotional support to victims/survivors of crime and non-criminal traumatic events.
  • Engage with vulnerable people in the community, providing support, resources, and information.
  • Provide information and stay current on support services available in the community.
  • Stay current on the criminal justice system, including the services found within said system and the rights of victims of crime in BC.
  • Provide updates on investigations and court support including court orientation.
  • Aid victims in completing Crime Victim Assistance forms, Victim Impact Statements, and any other related forms.
  • Provide short-term support to people impacted by disasters by collaborating with a team to secure lodging, food services and basic essentials.
  • Establish and maintain productive and effective working relationships with a variety of internal and external stakeholders including Crown Counsel, Probation, and the coroner’s office.
  • Actively participate in community meetings related to the position.
  • Establish and maintain client file and perform administrative duties as required.
  • Perform other related duties as determined by the Program Manager. 

 EDUCATION & QUALIFICATIONS

To be considered for this position you must meet the following education and qualification requirements as outlined below: 

  • Completion of Grade 12 or GED (General Education Development).
  • Completion of a degree or diploma in the social sciences field along with two years related experience or an equivalent combination of education and experience.
  • Training in crisis intervention, providing support through a trauma informed lens. Basic counselling skills or victim service training is preferred.
  • Be a Canadian Citizen or have Permanent Residence status in Canada.
  • Obtain and maintain an RCMP Enhanced Reliability security clearance.
  • Valid Class 5 BC Driver’s License.

REQUIRED KNOWLEDGE, SKILLS & ABILITY

  • Ability to work independently and demonstrate sound judgement and skill when managing high stress situations and critical incidents.
  • Strong sense of professionalism, non-judgmental attitude, and the ability to manage sensitive information in a confidential manner.
  • Knowledge of victim issues and an understanding of the Criminal Justice System.
  • Superior organizational, multitasking and time management skills.
  • Computer experience, preferably with Microsoft Suite.
  • Excellent oral and written communication skills, including report writing.
  • Reliable transportation for work purposes.
  • Must have flexibility to be available and responsive outside of regular hours, as required.

ENVIRONMENT, MENTAL & PSYCHOLOGICAL DEMANDS

  • Work can be performed in a variety of settings including hospitals, residences, roadside.
  • Must be able to work effectively under pressure and maintain composure.
  • Ability to work both independently with minimal supervision and collaboratively as part of a team. 

INFORMATION SENSITIVITY & CONFIDENTIALTIY 

  • Constant exposure to extremely sensitive and confidential information.
  • A high degree of discretion, integrity, and adherence to privacy legislation and department policies is mandatory. 

SECURITY 

  • A condition of employment is the issuance and maintenance of an RCMP Enhanced Reliability Security Clearance.
  • Strict adherence to all security protocols and procedures is always essential.
