Position: Engineering Technologist

Department: Operations Department

Job Type: Full-time (40 hrs/week)

Work Location: In Person – Prince Rupert, BC

Hours: 8 hours per day between 7:00 am to 5:00 pm, Monday to Friday, with a ½ hour unpaid meal break.

The City of Prince Rupert is looking for a dynamic and dedicated individual to join our operations team. As an Engineering Technologist, you will be responsible for a wide range of duties including but not limited to the inspection of ongoing public infrastructure construction, assisting in contract administration, processing permits, maintaining and providing direction to a variety of developers, contractors, and suppliers with respect to project scope, procurement, and the maintenance of City standards and specification, working with engineering consultants, participation in the review of land development submissions, and assistance with various minor office functions and the survey crew as required. Duties will also include assisting with the management, collection, analysis, organization, and dissemination of GIS Operations information for the City’s geospatial data portfolio. However, the primary role of the successful candidate will be to provide both surveying and computer drafting services to the Operations (Engineering and Public Works) Department. Successful candidates will engage in public interaction and fulfill other assigned duties, all while meeting the physical demands of the job and strictly adhering to safe work practices. 

What You’ll Do: 

  • Ability to operate CCTV inspection and flow monitoring equipment;
  • Knowledge of the fundamentals of project management, construction contracts, engineering computer applications and mathematics, and typical engineering standards;
  • Considerable knowledge of legislated civil construction codes and regulations;
  • Demonstrated proficiency in the use of CAD and Civil 3D software and the operations of EDMs, GPS, Total Stations and other survey equipment;
  • Ability to perform labouring in and around vehicle and pedestrian traffic;
  • Demonstrated proficiency in the use of GIS software (e.g. ESRI Software Suite, ArcGIS online);
  • Knowledge of equipment, materials, methods and procedures used in maintenance, construction and repair activities of municipal works;
  • Good knowledge of level note reduction with clarity, grade setting calculations;
  • Must be familiar with construction inspection methods and compliance practices;
  • Knowledge of the fundamentals of budgeting and standard costing procedures as related to engineering programs and operations;
  • Ability to use good judgement and sound decision making when dealing with contractors, developers, and the public;
  • Knowledge of GIS principles, standards, techniques, and procedures;
  • Proficiency in conflict resolution is required;
  • Ability to work effectively on a team with other technical staff and employees;
  • Ability to deal with the public in a courteous and tactful manner, demonstrating excellent personal communication skills;
  • Ability to deal tactfully, courteously and accurately with the Public and co-workers;
  • Good interpersonal skills;
  • Ability to keep accurate records to ensure compliance with Bylaws;
  • Physically able to perform the tasks required such as, walking long distance, heavy lifting for extended periods of time above the waist;
  • Ability to work independently and to accomplish tasks and assignments;
  • Knowledge of WorkSafe BC Rules and Regulations;
  • Able to follow safe work practices;
  • Demonstrated ability to work with minimal supervision and take initiative is essential; and,
  • Other duties as required.

  • Knowledge of WorkSafe BC Rules and Regulations;
  • Demonstrated ability to work effectively in a team environment;
  • Dogwood Diploma or GED;
  • Valid Class 5 BC Driver’s Licence (Driver’s Abstract required);
  • Diploma in Civil Engineering Technology from a recognized educational institution, or equivalent academic training and experience;
  • A minimum of two years “hands on” practical experience in the field of civil engineering, preferably working in a government environment or a construction setting involving residential subdivisions, and/or related projects;
  • Additional Engineering education preferred;
  • Six months practical experience in GIS;  MMCD Contract Administration is considered an asset;
  • Sound experience in the use of MS Office, GIS, AutoCAD and related software;
  • Valid Class 5 BC Driver’s Licence (Driver’s Abstract required); and,
  • Must be able to obtain a Police Information Check (PIC). Results of which will be reviewed by the City for employment.

Certifications Required within two years: 

  • Traffic Control Certification;
  • Emergency First Aid (Level 1); and,
  • WHMIS Certification.  

Working Conditions: 

This role requires a blend of office-based analytical work and fieldwork, often in dynamic outdoor environments. While not as physically demanding as heavy manual labour, it necessitates good mobility, situational awareness, and the ability to navigate various site conditions.

Key physical requirements include:

  • Ability to walk and stand for extended periods during site inspections;
  • Navigating uneven terrain, active construction sites, and potentially slippery or muddy conditions;
  • Occasional climbing (e.g., in/out of trenches, over obstacles, or up ladders for inspections);
  • Maneuvering in and out of vehicles frequently for site visits;
  • The capacity to carry light to moderate equipment (e.g., measuring tools, tablets, safety gear); and,
  • The ability to handle or move weights of up to 45 kg. and/or lift up to 19 kg. as part of managing equipment/objects in day to day activities or as assigned. 

Environmental Exposures: 

A good portion of this work is performed outdoors, meaning you’ll be exposed to all weather conditions, including extreme temperatures, rain and snow. You will also encounter:

  • Varying levels of sound and noise;
  • Potentially hazardous equipment, machinery, tools and materials; and,
  • Traffic, pedestrians and other obstacles in busy work areas. 

Safety Requirements:

For safety reasons, and as directed by WorkSafeBC regulations, employees must be clean shaven.

Other Information That You Should Know:

  • If you are not a local applicant, you must be prepared to relocate to Prince Rupert, BC before starting work. The City can assist financially with relocation costs;
  • You must be legally entitled to work in Canada;
  • Valid Class 5 BC Driver’s Licence; and,
  • Will be required to obtain and maintain a clear Police Information Check including a vulnerable sector review (PIC-VS). The results of which will be reviewed by the City to ensure employment eligibility. 

Compensation & Benefits:

Wage Rate: $39.86 per hour plus applicable premiums
