Reports to: Deputy CFO

Job Type: Permanent full-time, 37.5 hrs/week, M – F workweek, in-person

Salary Range: $103,766 – $118,670/annually

The City of Prince Rupert is looking for a dynamic and dedicated individual to join our finance team as the Assistant Finance Manager - Assets. In this role, you will focus on ensuring the accurate and efficient processing of financial transactions, analyzing financial data, and contributing to the development and implementation of financial strategies within their designated area. Your primary responsibility will be asset-related financial operations, purchasing, and insurance administration. You will work closely with the finance team and other departments to support the overall financial goals of the municipality.

What you’ll do…

  • Oversee day-to-day financial operations (e.g., Accounts Payable, Accounts Receivable, Grants Management, inventory, cash management) as directed by the DCFO.
  • Develop, implement and monitor efficient procedures for financial transaction processing, ensuring accuracy and compliance with established policies and procedures.
  • Monitor and analyze financial data, identifying trends, variances, and potential issues, and reporting those to the DCFO. 
  • Maintain financial databases, software, and systems—such as the General Ledger—within the scope of responsibility.
  • Implement, manage, and continuously improve the organization’s Purchasing function in accordance with relevant policies, including oversight, governance, and effective use of the electronic purchase order (PO) system.
  • Manage and maintain the organization’s property and liability insurance programs, ensuring appropriate coverage, timely renewals, and effective coordination with insurers, including acting as the primary liaison for claims administration.
  • Review and authorize payroll runs, as assigned and under the direction of the DCFO, ensuring compliance with applicable collective agreements, policies, legislation, and regulatory requirements.
  • Provide functional coverage for the Assistant Finance Manager - Accounting, and receive reciprocal coverage as required to ensure continuity of financial operations.
  • Perform duties related to Budget Support & Tracking, Financial Reporting, Compliance & Internal Controls, Supervision & Leadership, and Year-End Processing.

  • Bachelor’s degree in Accounting or Finance is required; CPA designation or progress toward CPA is an asset.
  • Minimum of 2-4 years of progressively responsible experience in financial management, preferably in a municipal or government setting.
  • Progress toward a relevant professional certification (e.g., CPA, MPACC, CGFO, CRM) is desirable.
