Who we are:
The Old Massett Village Council is a community of 1,500 members on Haida Gwaii and an overall membership of approximately 3200 members. We are located on the beautiful North Coast of Haida Gwaii and are stewards of 27 Reserves with various land base sizes. We have approximately 70-100 full and part-time employees, General operations are comprised of, but not limited to, Operations, Maintenance, Finance, Housing, Registry, Emergency Services, Energy, Education, Social Development, and Economic Development.
Purpose of Position:
The Housing Manager is responsible for the on-going administration and management of residential properties, housing programs, ensuring efficient management, tenant satisfaction, and compliance with regulations. This position manages and maintains the annual housing program budgets and oversees new housing applications, unit construction and renovation projects. The Housing Manager is responsible for ensuring that accurate completion reports are produced and submitted to the requisite agencies in a timely manner.
Reporting Relationship:
The Housing Manager reports directly to the Band Administrator and works closely with the Management Team, other staff and Chief and Council.
Qualifications:
Minimum Requirements
•Post Secondary degree in a related and appropriated discipline and/or related certification and licenses and minimum of five years related work experience
•Five (5) years experience in project management
Knowledge, Skills, and Abilities:
•Knowledge and understanding of Haida culture
•Excellent project management skills
•Excellent financial management skills
•Strong written and interpersonal communication skills and the ability to work effectively with a variety of people and circumstances
•Advanced computer skills, working knowledge of Microsoft Office Word and Excel
•Knowledge of Provincial and Federal laws, BC& Federal Buildingcodes, standards and regulations associated with providing housing to members
•Knowledge and understanding of Indian and Northern Affairs Canada (INAC) capital and public works programs and services
•Knowledge and understanding of Central Mortgage and Housing Corporation (CMHC) programs and services, BC Housing programs and the BC Tenancy Act
•Ability to complete and submit required INAC reporting documents
•Problem solving and conflict resolutions skills
•Ability to work effectively with Municipal, Provincial and Federal government agencies
•Demonstrate sound work ethic and effective leadership skills and the ability to supervise and mentor staff, and organize teams
•Ability to maintain a professional demeanor and confidentiality
•Ability to maintain order within an environment of changing priorities, practice sound crisis management, accept responsibility and achieve results through self motivation and the promotion of team work
Responsibilities:
•To carry out the administrative responsibilities required to implement and maintain the housing projects and programs
•To administer applications for housing through First Nation Market housing
•To apply for funding for new and existing housing through various funders and programs
•To ensure that contracts for new housing and renovation projects are prepared, signed and enforced
•To keep OMVC’s housing strategy and needs assessment current
•To maintain a system of financial procedures to ensure the timely and accurate reporting of financial position for housing
•To ensure compliance with financial reporting requirements to INAC, Canada Housing and Mortgage Corporation, lending institutions and others
•To monitor the cash flow and housing subsidy balance for new house construction and housing renovation projects
•To coordinate between the Capital Works Program Manager, Band Administrator, the Finance Administrator, contractors and band member tenants to ensure all reports are complete for housing projects, to ensure budgets are followed and ensure all codes and laws are adhered to
•Monitor housing health hazards (mould), negotiate and coordinate mould remediation initiatives, and work with the FNHA Environmental officer
•To assist the Band Administrator with the development of effective policies and procedures for the advancement of OMVC's housing projects and programs
•To ensure effective communication with management and staff, community members, the Housing Committee, the Old Massett Village Council, Environmental Health Services and outside agencies and funding authorities
•To attend the Management Team Meetings and work cooperatively and collaboratively to address the needs of the community through an interdisciplinary approach
•To report by written submission on a regular basis to the Old Massett Village Council through the Band Administrator and the Housing Committee and Community
•To work closely with and supervise the Apartment Manager and all other staff in the Housing Department
•Adhere to the OMVC Employee Code of Ethics & Personal Conduct
•To perform other related duties as required by the Band Administrator
