Duration:                    Full-Time Permanent

Location:                    Skidegate Band Office

Hours of Work:          8:00AM – 4:30PM

 

Under the supervision of the Chief Administrative Officer, the Skidegate Band Housing Coordinator will assume responsibility for Social Housing, Regular Housing, Rent-to-Own Units, Band Housing Rentals, Elders Unit Rentals, Mould Remediation/Renovations, General Renovations, CMHC ECAP/RRAP/HASI Renovations, Lands and other duties as directed by the CAO.

JOB QUALIFICATIONS:

  • Minimum Grade 12
  • Experience in building/contracting trade(s) is a definite asset
  • Previous experience in policy development an asset
  • Excellent Interpersonal and communication skills – written, spoken
  • Impeccable credentials (references)
  • Capable of coordinating trades, suppliers, inspection authorities in a timely manner
  • Capable and experienced in budget control
  • Capable in obtaining competitive bids
  • Computer proficient in Word, Excel, Microsoft Outlook, Quickbooks Pro
  • Wage rate will be based on knowledge and experience level

 

Duties include:

HOUSING ISSUES: (Related to Funding from INAC/CMHC)

  • Prepare funding applications to DIAND for housing subsidies, mould renovations, renovations, and any other housing related funding required;
  • Update the Skidegate Band Housing, Lot, Social Housing, and Housing Renovation Policies as changes are made, and communicate these changes to the public;
  • Keep track of all funding spent on housing, renovations and mould remediation/renovations;
  • Contact the relevant inspectors (Environmental Health Officer, Remediator and Building) for housing and renovations;
  • Finalize project reporting to INAC for completion of projects;
  • Assist public with housing enquires i.e., Certificate of Possession, Transfer of Land, etc.
  • Assist band members with mortgage applications and Section 10 Loan Administration;
  • Reply to all housing correspondence.

SOCIAL HOUSING ISSUES:

  • Prepare and administer tenant agreements, ensuring terms of the agreement are met;
  • Complete Entrance and Exit Checklists noting items such as cleaning and maintenance, etc.;
  • Co-ordinate the implementation of repairs and maintenance carried out on all Band owned buildings and monitor progress and cost of work;
  • Approve invoices
  • Issue purchase orders
  • Update records in accounting system;
  • Compile and maintain records on operating expenses and income, prepare reports and review rents to ensure they are at correct level;
  • Collect and record monthly rents paid and give the money collected to accounts payable clerk for deposit;
  • Rent calculations;
  • Administer damage deposits;
  • Attend to rents that are in arrears;
  • Ensure that trouble calls received from tenants are acted upon;
  • Reporting to the Band Council any problems that arise in the regular payment of rents;
  • Ensure that the Finance Manager sets up the yearly Social Housing “Replacement Reserve” fund for all social housing projects and that a “Surplus Subsidy” fund is also set up for all social housing projects;
  • Make annual inspections of social houses to look for maintenance and repair items that need attention;
  • Take applications from potential social housing occupants for Housing Committee recommendation;
  • Keep in contact with Social Development regarding tenants who are currently receiving Social Assistance and are/or will be tenants in social housing – verify shelter costs etc. and other relevant data;
  • Prepare letters to all social housing tenants requesting the annual Income Verification and Participant Profiles be completed before the new fiscal year;
  • Attend to any matters to the general cleanliness and appearance of the premises and the surrounding property and resolving these matters with the occupant;
  • Attend to matters related to physical abuse of the premises by the occupants or other related matters;
  • Review with the help of CMHC advisors the general condition of other capital items such as furnaces, roofs, flooring, etc.  Obtain the approval of CMHC and making arrangements for the replacement of these special capital items.

GENERAL HOUSING ISSUES:

  • In general, act as the liaison person between the occupants and the Band Council;
  • Report any difficult situations arising out of the above to the Band Council;
  • Liaise daily with the public and other housing related people who attend the band office;
  • Acknowledge all correspondence and follow up by ensuring the requests are put on the agenda of housing committee meetings;
  • Under the direction of the Council member with the housing portfolio, prepare housing meeting agendas, take minutes and prepare housing committee recommendations for regular Council meetings and follow up on Council’s final recommendations;
  • Attendance at meetings, conferences, etc. that pertain to housing;
  • Set up individual files for all social housing rental tenants, rent-to-own tenants, housing grant recipients and renovation grant recipients;
  • Keep a spreadsheet of all Skidegate Band housing rentals in Skidegate;
  • Tenders for housing projects as required;
  • Tends to capital housing project progress and completion reports as required (every 3 months until the project is complete).

ADMINISTER BAND LANDS:

  • Keep on top of land issues on reserve and certificate of possessions
